The current situation of constructing school culture in public preschools in Binh Long Town, Binh Phuoc Province

Abstract

School culture plays a foundational role in shaping children’s character and early education, especially at the preschool level. This article presents the current state of school culture building at public preschools in Binh Long Town, Binh Phuoc Province. It was based on surveys and in-depth interviews with administrators, teachers, and parents at seven preschools in Binh Long. Survey data were analyzed using a five-point scale to compute mean scores, standard deviations, and rankings. The findings show that all stakeholder groups demonstrate a very high awareness of the role of school culture. “Surface” elements such as the campus environment, uniforms, and rituals are highly valued and prominently present, whereas “underlying” elements - such as educational philosophy, core values, and tacit beliefs are not yet clearly articulated. Efforts to monitor and evaluate the development of school culture remain limited due to the lack of specialized instruments and the relatively low level of parental participation. These limitations stem from constrained resources, a tendency to emphasize outward appearances over deeper values, and insufficient coordination mechanisms with parents. Thus, these findings offer useful implications for education administrators seeking to develop school culture and organizational culture.
