Community-based tourism and local capacity building: A case study of Chim Island, Vinh Long Province

Abstract
Chim Island, a small island located on the Co Chien River in Vinh Long Province, has emerged as an attractive tourist destination since tourism development began in 2019. Although numerous studies have been conducted on Chim Island with diverse objectives, existing literature has yet to explicitly examine the role of community-based tourism in local capacity building as one of the key objectives of sustainable development. This study adopts a qualitative approach, utilizing 15 in-depth semi-structured interviews with two rounds of participant observation, and secondary data analysis. The findings demonstrate that community-based tourism development significantly enhances local capacity. Furthermore, the empirical data reveal that community-based tourism contributes to reshaping learning expectations and strengthening the capacity to invest in education for the younger generation on Chim Island.
