Developing digital teaching competence among primary school teachers in Ho Chi Minh City

Abstract
This article reviews and reconceptualizes the scientific foundations for developing digital teaching competence among primary school teachers in Ho Chi Minh City in the context of digital transformation and artificial intelligence (AI). A structured narrative review was conducted, focusing on peer-reviewed studies, international competency frameworks, and policy documents published between 2006 and 2026. The synthesis indicates that digital teaching competence should not be equated with technical skills in operating digital technologies; rather, it constitutes an integrated professional competence reflected in teachers’ ability to select and justify pedagogical decisions on technology, data, and AI; organize learning; assess and provide feedback; ensure safety, ethics, and equity; and develop students’ digital competence. Applying a comparative analysis of TPACK, DigCompEdu, UNESCO’s ICT Competency Framework for Teachers, the UNESCO AI Competency Framework for Teachers, and Circular No. 18/2026/TT-BGDĐT, the article specifies six competence domains for primary school teachers: teaching and educational organization in digital environments; assessment; learner empowerment; digital technology skills; professional development; and artificial intelligence. It also proposes a 6D development cycle consisting of Diagnose, Design, Develop, Deliver, Debrief, and Deepen, which links professional development to authentic teaching lessons, multi source evidence, peer feedback, and continuous improvement. It should be treated as a conceptual model for management and professional development and requires empirical validation before being used as a standardized assessment instrument.
