Abstract

On training officers for the People’s Public Security force along the directions of regularity, professionalism and modernization, soft skills development has become a core requirement for shaping students’ professional competence, demeanor and resilience. This study examines the impact of the “Green March” Campaign – an experiential community-service learning model – on soft skills development among students at People’s Public Security universities. A quasi-experimental design was employed with 267 cadets from Cohort D32 at the People’s Security University. It examined six skill groups of  communication, teamwork, adaptability, problem-solving, critical thinking and time management. Data were analysed using SPSS 26.0, including reliability testing with Cronbach’s alpha. The results indicate statistically significant improvements (p < 0.001) across all skill groups, with the largest gains in communication, teamwork and adaptability. Qualitative analysis of 15 in-depth interviews further confirms that field-based practice, community interaction and guided reflection are key mechanisms underpinning soft skills development. The study concludes that the Green March Campaign is an effective experiential learning model that contributes to realizing the training goal of cultivating People’s Public Security officers who are both politically steadfast and professionally competent in the new era.
