Abstract

While the education sector is doing its best for fundamental, comprehensive innovation in education and training, those tasks of training and refreshing managerial staffs are of first priority. This is because educational managers play a crucial role in the success of this innovation. To this end, educational institutions should do such tasks as making plans, fostering the training and refreshing educational managers, together with innovating contents, formats and methods of refreshment; as such to gradually perfect the competence model for educational managers, especially at primary education because it is the first educational level to practising the new coming program and textbooks.
