Abstract
The article presents an assessment of English teaching management at secondary schools in Ninh Kieu District, Can Tho City, in line with the competence-based approach and the challenges under the 2018 National Education Program. Through surveys, interviews with management staff and teachers, and direct observation of teaching activities, the results show that many teachers lacked the ability to apply new teaching methods, especially those focused on developing student competencies. The majority of teachers still used traditional methods and failed to innovate in developing students' communication skills, resulting in students missing opportunities to experience and apply knowledge in real-life situations. The management of English language teaching lacked coordinated and effective guidance from school authorities and did not provide timely support for teachers in updating teaching methods aligned with student competency development. This has led to a lack of confidence and skills among teachers in implementing new teaching approaches. Furthermore, the monitoring and evaluation of teaching results lacked depth and did not accurately reflect the actual quality of teaching. This serves as a practical foundation for improvement toward educational reform based on the 2018 National Education Program.
