Overview of research on developing digital competence for management officer at higher education institutions

Abstract
Nowadays, developing digital competency for officers plays a key role in the digital transformation process across many industries and sectors. In the education sector, especially higher education institutions, developing this competency for officer needs to be a top priority. In higher education, digital transformation not only affects the teaching and learning of lecturers and students, but also significantly impacts the digital competency of administrative and managerial officers. This article systematizes and synthesizes the Party and State's guidelines and policies, while also synthesizing and analyzing domestic and international research to identify theoretical issues regarding digital competence and the development of digital competence for management officers in higher education institutions. The research results point to a "gap" in the lack of proposed solutions for developing digital competence for management officer in higher education institutions, and at the same time suggest further research directions, contributing to improving management efficiency and meeting the requirements of national digital transformation as well as educational innovation in the current period.
