Abstract

Developing communicative competence in primary school students is one of the key objectives under Vietnam’s 2018 General Education Curriculum. On reviewing the literature and an investigation into the current teaching and learning of speaking and listening among fourth-grade teachers and students at several primary schools in Nga Bay Ward, Can Tho City, this study proposes four measures to develop students’ communicative competence through speaking and listening activities: organizing group work; incorporating educational games; implementing role-play activities on communicative situations; and developing active listening and positive response skills. The proposed measures are illustrated with specific examples drawn from the Grade 4 Vietnamese Language curriculum and have demonstrated initial feasibility in enhancing the effectiveness of speaking and listening instruction. These measures contribute to the development of students’ communicative competence and support educational reform in line with the competency- and quality-oriented approach of the 2018 General Education Curriculum.
