Insights of the concept “competence” and its application to Vietnam’ school teaching staffs and principals

Abstract
School working effectiveness depends on the competencies of teaching staffs and principals. If these two forces successfully accomplish their assigned tasks, they not only contribute to developing their school, but also achieving the goals of radically and comprehensively innovating Vietnam’s education and training in the current circumstances. This article generally presents the concept “competence” and the role of school teachers and principals in school development.
