Current teacher development in primary schools in Ben Luc Commune, Tay Ninh Province

Abstract
Primary school teachers play a decisive role in the quality of education and are a key factor under the 2018 General Education Program. This article analyzes the current state of teacher development in primary schools in Ben Luc commune, Tay Ninh province. It examined the following aspects: planning, recruitment and placement, training and professional development, assessment, motivational support, and implementation of policies and regulations. The study uses document analysis and questionnaire surveys among 20 administrators and 160 teachers, combined with mathematical statistics to process the data. The research results show that teacher development in the locality has achieved many positive results. The teaching staff basically meets the requirements in terms of quantity, training level, and professional qualities; training, professional development, assessment, and professional support activities are implemented relatively synchronously; The implementation of basic policies and regulations ensures the rights of teachers. However, limitations remain, such as an unbalanced teacher structure across schools and subjects, uneven professional quality, and limited capacity for applying information technology and innovating teaching methods among some teachers. Thereby, solutions are proposed to improve the effectiveness of developing primary school teachers, meeting the requirements of educational reform in the current period.
